Seismic Protection Guidelines for Instrumentation Systems

To ensure the safety and reliability of instrumentation and control systems during seismic events, the following measures shall be adopted:

1. Anchoring of Instrument Equipment

Instrumentation equipment such as control cabinets, auxiliary cabinets, instrument panels, instrument boxes, junction boxes, and field instruments shall be firmly fixed to floors or ground using foundations and supports.
This prevents tilting or toppling during seismic shocks.

2. Cable Tray Installation and Support

Cable trays must be reliably installed, supported, and fixed to avoid collapse, breakage, or falling during seismic activity.

3. Fail-Safe Design of Instrumentation and Control Systems

Instrumentation and control systems shall be designed according to the fail-safe principle.
In the event of a disaster, the system should place the plant or unit into a safe state to avoid escalation of the incident.

4. Underground Cable/Optical Fiber Protection

For cables or optical fibers laid in underground trenches/ducts or directly buried, protective measures shall be taken in areas where uneven settlement of the foundation may occur:

  • Construct concrete foundations.

  • Use steel pipes or high-strength plastic conduits for protection.

5. Enhanced Cable/Optical Fiber Strength

  • Use armored cables/optical fibers to increase tensile strength.

  • Provide sufficient length allowance (slack) to accommodate movement or displacement during seismic events.
